【摘要】:Inasituationwhereanorganizationisperforminganevaluationofanother,eitherformallyorinformally,thesinglemostimportantelementintheevaluationmaywellbetheselectionandassignmentofaproperlyqualifiedassessor/assessmentteamtoperformanon-siteassessment.Thereforeitisimperativethattheperson(s)performingtheassessmentbeselectedandassignedwithcarebytheassessingorganization.Twobasictypesofindividualsnormallyparticipateinanon-siteassessment:assessors/auditorsandtechnicalexperts;eachperformseparatefunctions(seedefinitions).Thisdocumentfocusesonprovidingguidanceregardingtheresponsibilitiesandobligationsofanassessingbodyintheselection,training,assignmentandmonitoringofassessors/auditorsandtechnicalexpertstocarryouttheirevaluationfunctions.Note18212;Insomecases,othersmayalsoparticipateinanassessmentwhoarebeyondthecontroloftheassessingbody:e.g.,governmentregulatorypersonnel,orotherobserversspecifiedbyaclient.Suchparticipantsarenotcoveredbythisdocument.1.1Thisdocumentprovidesguidancetoorganizationsthatneedtoutilizepersonstoperformassessments/audits(assessingbodies)ofotherorganizations(assessedbodies)forpurposesofrecognition,accreditationorothertypeofapprovaltoperformafunction.1.2Anassessingbodyshouldconsiderthecontentsofthisdocumentandapplyitaccordingtoitsuniquesituation.Theelementsofthisdocumentshouldbeapplicabletotheselection,assignment,andmonitoringofassessorswhethertheyarecontractorpermanentstaffmembers.
